Sorry, there is no file python.exe in C:\Program Files (x86)\Wing IDE
101 4.1\bin\PyCore

Running system-wide python c:\bin\Python32\ I got the next result:

mbcs
utf-8

Also one my friend has above the same system and he can't reproduce
the problem. But another my fiends can do this.
