What does the following print when run in Python on your system?

import sys
print(sys.getfilesystemencoding())
print(sys.getdefaultencoding())

The best way to check this is to run bin/PyCore/python.exe inside your 
Wing installation on the command line and try the above.  This runs it 
in the same Python Wing is running when it determines the file name 
encoding for your system.  Running this in your regular Python may or 
may not return the same results since it probably is a different Python 
version.
