The installers actually call it like this:
/usr/lib/wingide4.0/bin/PyCore/python -OSE
/usr/lib/wingide4.0/resources/linux/desktop/install-linux-desktop.py
So it doesn't need to be executable. Not sure what happened during the
install, but clearly it didn't run correctly.
Anyway, I'm glad that got it working for you.
