[wingide-users] WingIDE 4.x reminders are somewhat annoying

No, unfortunately you can only turn this on or off... We'll try to 
change this in the future.

A way to still get notice of 3.x releases after turning off the feature 
in the IDE is to join the low-traffic announcements email list:
