[wingide-users] Recycle Doesn't Recycle

In Wing IDE Personal 4.03-1 on Windows XP Pro, if I right-click on a
file in the project pane and choose delete, a dialog pops ups asking
me if I want to send the file to the recycling bin.  If I say yes, the
file is deleted, but not sent to the recycling bin.  Personally, I
don't much care whether it's recycled or not, but the pop-up ought to
be accurate.
