What about Nokia's Python Qt bindings? They are licensed LGPL, which
would make things cheaper. I have no idea of the maturity, stability,
or bug-free-ness of the bindings, but if I remember correctly, they
were supposed to be pretty close to PyQt in terms of the semantics and
such. Might be worth a look.
