Yes, on a US keyboard you press Ctrl-/ and Ctrl-Shift-/ (of Ctrl-Shift-?) to
get Ctrl-?
You can change key bindings in the Keyboard / Custom Key Bindings
preference. The commands in this case are comment-out-region and
uncomment-out-region.
