fwiw, i am running 3.1.3-1 (rev 18566) on Mac OS X version 10.4.11 and it launches without issues for me (with or without X11 already running).  i do sort of remember installing some sort of upgrade/patch from apple for X11.  if you are not already running X11 1.1.3, you will want this patch http://www.apple.com/support/downloads/x11update2006113.html

Does it crash if X11 is running before Wing is started?  A workaround is 
to run 'sh WingIDE.app/Contents/MacOS/run-wing.sh' from a terminal.
