The arrangements are stored in the project file, so it's not really possible
to turn them off now.  We have talked about making certain things like this
able to be either preferences or per-project.  For a while I thought that
project templates would be the way to go but I think people want to say
all projects should be uniform, so there should be a way to update across
existing projects as well and not just a way to create new projects from
a template (which anyway is already pretty much there by using Save Project
As).

Anyway, I'll take this as a feature request... thanks!
