It looks like it was removed in 8.10 -- see 
http://ubuntuforums.org/showthread.php?t=1008457&highlight=kprinter  I 
saw a posting that reported that it was a KDE issue and they plan to 
bring it back in a future KDE version, but I'm not a KDE expert so I 
don't know if that is true.

Unfortunately, I don't know of an alternative to kprinter.
