[wingide-users] New File from Project tool

It'd be nice to be able to create a new file from the Project tool.  Ideally, 
Add File would create & open a file if supplied a file name that doesn't 
exist (with a dialog prompt, perhaps).  Currently, it just goes ahead and 
adds an entry with a question mark icon & causing whining when the file can't 
be found.  Useless.

I'd settle for a New File menu entry, but please, give me *something*.
