It's in the file "preferences" in the user settings directory listed in 
the About dialog box.

It varies by keyboard mapping mode, but you can look on the Source -> 
Indentation menu to see what the shortcuts are.  In the default mapping 
mode, indent is ctrl-> and outdent is shift-tab.
