Like Epydoc, maybe? http://epydoc.sourceforge.net/  I'm writing those comments 
anyway...

On the flip side would be generating epydoc docstrings from Wing's knowledge 
of parameters.  A nice little dialog box or autocompletion in the docstring 
itself would do...
