You'll need to use remote / externally launched debugging, which is 
described in the manual at 
http://wingware.com/doc/debug/debugging-externally-launched-code

The simplified directions of how to set this up are:
  1. Copy wingdbstub.py from the Wing installation directory to the 
directory where ./prog.py is located.
  2. Insert a 'import wingdbstub' statement in prog.py
  3. Enable passive listening in the IDE.

After this is set up, prog.py will connect to the IDE and run in the 
debugger when it runs.
