It's from the python dev subversion instructions at 
http://www.python.org/dev/faq/#subversion-svn  You'll also probably want 
the auto-props config settings to cope with eol conversion issues.

You do want to set things up so PuTTY can connect without using a 
password.  svn hangs on me when I don't have the appropriate key in pageant.
