This is a bug; 2.0 b5 ignores the default text encoding preference when 
reading and writing Python files.  We've released a patch to fix it at

ftp://wingide.com/pub/wingide/prerelease/2.0.0b5/bugfixes/encoding-preference-2.0.0b5p1-all.tar

To install the patch, unpack the tar file in the directory that Wing IDE 
is installed in.
