[wingide-users] Quoted args on debug process cmdline

Hi,

Wing 1.1.9-1 and earlier don't handle quoted arguments containing quotes 
correctly also for the debug process, if such arguments are specified in 
the per-file Debug Properties area.

Unlike the related problem from earlier today, this one affects all 
platforms (including Windows).

This is probably rare but there are fixes now available for those that 
need this:

Use Bugfix #16 for Linux/Unix and #17 for Windows.
