Not in version 1.1.  Arbitrary splitting is coming soon, however.

In Wing IDE Standard (not Lite) 1.1 you can clone a window (new window
contains second view into all the editors in the current window) or move
the current editor out to a new window of its own.  Both are available
from the New group in the File menu.
